Unwise because it is an unnecessary extension of Federal power and would seem to be a step toward the deprecation of State sovereignty. I am one who still believes in the American system of Government the States have important functions and that State sovereignty is a fundamental and inherent principal of the American democracy.
[The Fair Labor Standards Act] will destroy small industry….[these ideas are] the product of those whose thinking is rooted in an alien philosophy and who are bent upon the destruction of our whole constitutional system and the setting up of a red-labor communistic despotism upon the ruins of our Christian civilization.
[The Fair Labor Standards Act] would create chaos in business never yet known to us.... It sets an all-time high in crackpot legislation. Let me make it very clear that I am not opposed to the social theory.... No decent American citizen can take exception to this attitude. What I do take exception to is any approach to a solution of this problem which is utterly impractical and in operation would be much more destructive than constructive to the very purposes which it is designed to serve.
This act would affect building conditions in my State. While in many districts the population is quite dense, the districts are widely scattered. The irrigation districts are densely populated, but then there will be wide areas where there is practically no population at all. When you limit the radius to 50 miles you are putting out of business a good many of our building and loan associations because they cannot operate in an area supported by the business they will have in the small areas covered in this bill.
The enactment of the foregoing bill as introduced would, in our opinion, eventually ruin the original home thrift institutions, such as ours, and approximately 11,000 others in the United States holding the savings of 10,000,000 of our people in the aggregate sum of approximately $8,000,000,000.
Believe such legislation would eventually seriously injure home-financing institutions which have been in existence in the country over a hundred years.
The business men of this country who have made and saved money should no longer be supervised, criticized, or controlled by men who have neither made nor saved it.
Labor commissions, factory commissions and investigations, commissions on every subject in the Business Directory, have chilled capital; and when capital catches cold, labor freezes to death….Is the main cause of the lack of work hard to seek? Is it not that business has had too much interference from the state…too many everlasting commissions first prying into every man's affairs, and then telling him how to run them?
I do not believe in legislation so radical that it means an attack on the valuation of real estate or driving out of our state manufacturing concerns or other large business enterprises.
No honest man can make war upon great fortunes per se. The Democratic Party never has done it; and when the Democratic Party begins to do it, it will cease to be the Democratic Party and become the socialistic party of the United States; or better expressed, the communistic party, or quasi communistic party, of the United States.
